Rutte said the surge in European defense budgets is expanding factory lines on both sides of the Atlantic, yet output still has limits. He put the combined maximum absorption capacity at roughly $250 billion over two years. He added that producers have received the message that budgets are stable and that they should raise production rather than prices.
He said the shortfall is temporary but real. He also pointed out that the higher spending signals to Washington that Europe and Canada are increasing their own contributions and continuing support for Ukraine.
The president later reduced some U.S. forces in Europe. The July 7-8 NATO summit in Ankara is viewed by officials as a key test for alliance cohesion, with Rutte expected to play a central role in the discussions.
