Teams finishing fourth through tenth in their conference standings receive three lottery balls each. Losers of the 7-8 play-in games receive one lottery ball each.
All 16 teams that do not qualify for the playoffs or play-in tournament will participate in the drawing. No team will be permitted to win the first overall pick in consecutive years. No team will be allowed to secure three consecutive top-five selections.
