The NBA will use a 3-2-1 lottery system to determine draft order for teams that miss the playoffs. The system assigns lottery balls according to each team's record and postseason standing. Teams that finish with one of the three worst records receive two lottery balls each.

Teams finishing fourth through tenth in their conference standings receive three lottery balls each. Losers of the 7-8 play-in games receive one lottery ball each.

All 16 teams that do not qualify for the playoffs or play-in tournament will participate in the drawing. No team will be permitted to win the first overall pick in consecutive years. No team will be allowed to secure three consecutive top-five selections.
