NBI Bangsamoro chief Jeremy Lotoc testified on July 14, 2026, that the National Bureau of Investigation found no relevant threats against Vice President Sara Duterte’s life. He said the only pertinent security detail uncovered was the Philippine National Police’s removal of 75 personnel from the Vice Presidential Security and Protection Group in 2024, which the PNP attributed to a shortage of officers for ground duties.
Lotoc stated that the Office of the Vice President provided no information to assist the NBI and that Duterte did not appear before investigators.
The bureau conducted a motu proprio inquiry into threats against her but found no concrete evidence to support the allegations, he added. The testimony relates directly to the fourth article of impeachment, which concerns grave threats against President Ferdinand Marcos Jr. and his family.
Lotoc had previously investigated Duterte’s Zoom press briefing in which she allegedly threatened the president and his family. Davao City Mayor Baste Duterte first referenced the so-called Operation Romanov threats during a public event in January 2024, Lotoc clarified in response to questions from Senator-judge Raffy Tulfo.
Defense spokesperson Michael Poa told reporters that bias in the NBI investigation should be pointed out because bias affects everything in an investigation.
