Nithya Raman, a progressive Los Angeles City Council member, has moved ahead of reality-TV star Spencer Pratt in the city's mayoral primary. A surge in her vote count placed her in second place nearly a week after Election Day. Spencer Pratt has dropped to third place as additional mail-in ballots are counted.
