OECD Countries Record 847 Million International Tourist Arrivals in 2025

International tourist arrivals in OECD countries rose an estimated 3.4 percent in 2025 to reach a record 847 million, Euronews reported. The increase was detailed in the OECD Tourism Trends and Policies 2026 report. Four countries posted double-digit gains that set new records.

Finland recorded a 16.5 percent rise, Japan a 15.8 percent increase, Korea a 15.8 percent increase and Norway a 12.5 percent increase, according to the report cited by Euronews. Japan and Korea had already posted strong rebounds in 2024, with arrivals up 47.1 percent and 48.4 percent respectively. Four other countries saw declines.

Arrivals fell 0.6 percent in Canada, 0.8 percent in Germany, 2.8 percent in Ireland and 5.5 percent in the United States, Euronews reported. These nations have not yet returned to pre-pandemic levels. One-third of OECD countries expect tourism performance to exceed 2025 levels by the end of 2026.

OECD Secretary-General Mathias Cormann stated that countries should apply lessons from the pandemic and the conflict in the Middle East to strengthen crisis preparedness. The report described several measures already in place. Japan operates the Safety Tips multilingual emergency alert app.

Austria runs the AT-Alert app and Croatia uses the 112 app. The pan-European MeteoAlarm system sends real-time warnings on storms, wildfires and extreme heat to visitors' phones. Madrid promotes museums as air-conditioned shelters during heatwaves through its Refúgiate en la cultura initiative.
