Ombudsman Files Criminal Charges Over P53.9-M Calumpit Flood Control Project
The Ombudsman charged Sarah and Pacifico 'Curlee' Discaya plus three former DPWH engineers with malversation through falsification. Payments went to St. Timothy Construction despite missing documentation.
RapplerThe Ombudsman filed criminal charges on June 4, 2026, against contractors Sarah Discaya and Pacifico 'Curlee' Discaya and three former Department of Public Works and Highways officials over a flood control project in Calumpit, Bulacan. The defendants face charges of malversation of public funds through falsification of documents.
The DPWH officials named are Brice Hernandez and Jaypee Mendoza, both former assistant district engineers of the Bulacan 1st District Engineering Office, and former district engineer Henry Alcantara.
9-million project were released despite an unapproved disbursement voucher. The government paid St. 92 for dredging and embankment work.
The Ombudsman stated there was no basis for the computation or documentation that the project was completed. “These collective actions resulted in an unwarranted benefit to St. 92, causing significant financial injury to the government,” the Ombudsman said.
Sarah Discaya is currently behind bars in Cebu over a separate malversation case involving an alleged P96-million ghost project in Davao Occidental. Pacifico 'Curlee' Discaya has been in Senate custody since September 2025 after he was cited in contempt by the Senate blue ribbon committee. Brice Hernandez and Jaypee Mendoza testified before the Senate blue ribbon committee in 2025.
Pacifico 'Curlee' Discaya answered questions from the same committee on September 8, 2025. When President Ferdinand Marcos Jr. launched the “Sumbong sa Pangulo” website, he noted that St. Timothy Construction ranked third among the 15 contractors that bagged 20% of all flood control projects nationwide.
