Ombudsman Files Hold Departure Order Request Against Senator Escudero in Flood Control Case

The Office of the Ombudsman has requested a precautionary hold departure order from the Sandiganbayan against Senator Francis Joseph “Chiz” Escudero, potentially barring him from traveling overseas if granted. Ombudsman Jesus Crispin “Boying” Remulla told Rappler that the PHDO is for Escudero’s plunder, graft, and bribery complaints. Remulla said they filed the PHDO request on Friday, April 24.
The Sandiganbayan is scheduled to raffle the PHDO request on Saturday, April 25. One source confirmed to Rappler the Ombudsman’s PHDO request. Another source told Rappler that the complaints and PHDO request also include businessman Maynard Ngu, Escudero’s friend and campaign donor.
The Office of the Ombudsman investigates multibillion flood control corruption. An investigation revealed that Lawrence R. , was Escudero’s top donor in the 2022 elections. At least P30 million was donated by Lawrence R.
Lubiano to Escudero’s campaign funds in the 2022 elections, based on Escudero’s official Statement of Contributions and Expenditures. Centerways Construction and Development Inc. 16 billion in flood control projects.
Former Department of Public Works and Highways undersecretary Roberto Bernardo tagged Escudero in the alleged corruption. Roberto Bernardo claimed that Escudero received a P160-million kickback and that Bernardo personally delivered money to Ngu on Escudero’s behalf.
