Ombudsman Orders Six-Month Suspension of Catanduanes Vice Governor and 11 Board Members

Board members Fred Gianan and Xyrell Albaniel were not included; Gianan is expected to serve as acting vice governor.
Azanza filed the complaint on December 8, 2025. 5 million to direct cash aid that Azanza vetoed. The complaint also stated that the board rejected three of Azanza’s appointees despite their top ranking by the Human Resource Merit Promotion and Selection Board.
It further alleged delays in approving a memorandum of agreement with the Department of Human Settlements and Urban Development and in passing the 2026 provincial budget.
The Ombudsman stated that the suspended officials could face dismissal if the allegations are proven. Department of the Interior and Local Government-Bicol Director Arnaldo Escober said his office had not yet received a copy of the order and noted that temporary replacements may be appointed under the Local Government Code.
Political parties of the suspended officials are expected to recommend replacements, with final appointments issued by the President through the DILG secretary.
