OpenAI plans to participate in a voluntary federal framework that would give the government early access to new artificial intelligence systems for evaluation before they reach the public. The executive order directs participating companies to provide access to AI models 30 days ahead of release.

Officials can then run benchmarking tests to measure model capability, including advanced cyber capabilities, and determine the threshold at which a model should be designated a covered frontier model.

In an interview, OpenAI executive George Osborne told CNBC that the company intends to sign up for the program and described a larger role for elected governments in guiding the rollout of AI.
