The Governing Board of the Pandemic Fund approved activation of the Fund's Emergency Financing Procedures at an extraordinary meeting, authorizing up to US$220.6 million in grant financing for the Ebola outbreak in Central and Eastern Africa. The financing will be delivered through reprogramming of existing projects and expedited approval of projects under preparation.

Up to US$175.7 million will be redirected from active projects to support immediate response in the Democratic Republic of Congo, South Sudan, Rwanda, Burundi, Tanzania, Zambia, Angola, Kenya, and Ethiopia.

An additional US$44.9 million will be provided through expedited processes for prevention, preparedness, and response in Uganda, Central African Republic, and the Republic of Congo. All financing remains contingent on requests from eligible countries and regional entities.

The funds will focus on strengthening disease surveillance, laboratory systems, and health workforce capacity, guided by the WHO-Africa CDC Strategic Preparedness and Response Plan. Priorities and implementation will be determined by countries and regional entities according to identified needs.

The Board stated that early, coordinated action under the principle of one plan, one budget, one team is needed to contain transmission and reduce the risk of wider spread. The financing is intended both to address the current outbreak and to strengthen longer-term pandemic prevention and response capacities.
