The UK government has disclosed that Peter Mandelson was granted Developed Vetting (DV) security clearance by the Foreign Office, despite a recommendation against it from the vetting agency, when he was appointed as the UK's ambassador to Washington in December 2024.

Mandelson was removed from the role in September 2025 after further details emerged about his connections to convicted sex offender Jeffrey Epstein. Downing Street stated that it learned this week that the Foreign Office overruled the vetting agency's advice.

Developed Vetting is required for officials who need access to top secret material.

The process is conducted by United Kingdom Security Vetting (UKSV), part of the Cabinet Office, and applies to both junior and senior government personnel. Candidates must complete questionnaires on finances, internet use, and medical conditions. Official records, including credit history, criminal offenses, and Security Service files, are reviewed, followed by an interview covering personal matters such as friendships, family, health, and sex life.

A higher level, Enhanced Developed Vetting, exists for certain positions, but Mandelson did not require it for the ambassador role.

News reported that UKSV provided the Foreign Office with a 'no' recommendation for Mandelson, based on identified risks.

The Foreign Office has the authority to overrule such recommendations, unlike other departments. Clearance can be granted with measures like 'aftercare' for periodic reviews or 'caveats and restrictions' to mitigate risks. It is unclear if these applied to Mandelson.

Downing Street stated that the decision was made by Foreign Office officials without informing the prime minister or foreign secretary. Foreign Secretary Yvette Cooper said the process is independent of ministers, who are only informed of the final outcome.

vetting occurred after the prime minister announced his appointment, which is standard practice.

Prior to that, a due diligence check by the Cabinet Office, based on public information like media reports, assessed reputational risks and conflicts of interest. The Foreign Office's top civil servant was sacked on Thursday related to the clearance decision. That official told MPs in November that clearance is typically approved by lower-ranking staff but can be escalated.

Sir Chris Wormald, the UK's top civil servant, confirmed to MPs that the due diligence was primarily based on public sources.
