The Department of Public Works and Highways and the Department of Environment and Natural Resources have approved two infrastructure projects proposed by San Miguel Corporation. One project would remove 617 mature trees along Quirino Avenue in Metro Manila. The second project involves construction of a bridge to Boracay Island.

Acting DENR Secretary Juan Miguel Cuna stated that the tree removal is necessary for what he described as sustainable development. " Metro Manila faces risks of flooding and higher temperatures. Environmental assessments have not yet addressed long-term effects of removing mature trees from the area.

The DENR has not repealed a prior policy allowing mangroves to be relocated for infrastructure projects.

The planned bridge to Boracay Island remains under consideration. San Miguel Corporation is the project proponent. Local governments, communities, and the local chamber of commerce have expressed concerns about increased traffic and activity on the small island.

DPWH Secretary Vince Dizon previously served in the Bases Conversion and Development Authority during the six-month closure of Boracay due to overtourism and pollution. The DPWH decision did not include an assessment of the island's carrying capacity.

The agencies have faced public criticism for approving projects labeled as having national significance. Environmental impact assessments have been treated as administrative requirements rather than feasibility determinations. Public pressure has prompted some project reviews in the past.
