The $1.6 billion complex is under development in an area described as one of the Mediterranean's most environmentally sensitive zones. Groundwork has begun at the site, which contains 200 species of birds including flamingos and Dalmatian pelicans.
Builders have erected a concrete-based, barbed wire-topped fence around the perimeter. Public concern has focused on potential environmental damage and questions about the approval process for the project. The protests followed the start of fencing work at the location.
