Rahm Emanuel Proposes Conditioning U.S. Aid to Israel and Replacing Two-State Solution

Rahm Emanuel delivered remarks in Tel Aviv on July 8 calling for an end to unconditional U.S. support for Israel. He stated that the alliance stands at a crossroads and cannot continue unchanged. Emanuel proposed that Israel purchase U.S.

Arms under the same terms as other allies rather than receiving subsidies for its defense budget. He suggested replacing the two-state solution with a framework involving the 21 Arab nations, which he said should roll up their sleeves and stand up a governing authority capable of accepting the historic Jewish connection to this land.

Emanuel also called for sanctions on Israelis who attack Palestinian civilians and property, as well as on companies and banks supporting West Bank settlements.

He noted that global support for Israel is declining and that Europe is no longer its largest economic partner. Emanuel referenced polling data indicating that roughly half of Democrats believe Israel has committed genocide in its operations in Gaza. He also cited data showing that 58 percent of respondents said the U.S.
