Rep. Darrell Issa Introduces Resolution to Expunge Trump’s 2019 and 2021 Impeachments
H.Res.1211, referred to the House Judiciary Committee, declares both impeachments should be formally erased from the record. The measure cites declassified documents released by Director of National Intelligence Tulsi Gabbard earlier in 2026 that revealed a coordinated effort to manufacture a conspiracy used as the basis for the 2019 impeachment.

Jim Jordan, R-Ohio. Director of National Intelligence Tulsi Gabbard announced the declassification of documents earlier in 2026. Those documents revealed a coordinated effort within the intelligence community to manufacture a conspiracy used as the basis to impeach President Trump in 2019.
The resolution argues that the 2019 impeachment was based on unreliable and politically biased information from an anonymous whistleblower who lacked firsthand knowledge. President Donald Trump’s first impeachment was approved by the House in 2019.
The resolution argues that the 2021 impeachment resolution was rushed and procedurally flawed, noting that the House moved from introduction to passage of the 2021 impeachment in two days and that the 2021 impeachment resolution advanced without fact witnesses or extended investigation.
Previous resolutions to reverse the impeachments were introduced in 2022 and 2023. Those resolutions never received hearings, markups or floor votes and died at the end of the 118th Congress.
The resolution has more than 20 cosponsors. They include Claudia Tenney, Scott Fitzgerald, Russell Fry, Mark Alford, Tim Burchett, Tom McClintock, David J. Taylor, Harriet Hageman, Rick Allen, Rich McCormick, Michael Rulli, Mary Miller, Mike Collins, Glenn Grothman, Jimmy Patronis, Tracey Mann, Tim Walberg, John Rose, Joe Wilson, David Rouzer, Diana Harshbarger, and Ronny Jackson.
