A review of sentences handed to three teenage boys convicted of rape has been launched after they avoided prison terms. The case involved two separate incidents in Fordingbridge, Hampshire. The first attack occurred on November 26, 2024, and the second on January 17, 2025. Southampton Crown Court heard that two girls, aged 14 and 15 at the time, were raped while the incidents were filmed.

The three defendants, two aged 15 and one aged 14, each received youth rehabilitation orders. The two older boys were also placed under intensive supervision and surveillance for 180 days. Judge Nicholas Rowland said the sentences aimed to avoid unnecessary criminalization and support reintegration into society.

The judge noted that peer pressure played a large part in the offenses. He praised the victims for giving evidence and providing impact statements.

Office minister Jess Phillips said the sentences appeared unduly lenient and sent a bad message. She stated that the victims had gone through months or years to achieve justice. A Conservative Party spokesman confirmed that Shadow Justice Minister Dr Kieran Mullan and Shadow Minister for Safeguarding and Violence Against Women and Girls Alicia Kearns have referred the sentences to the Attorney General under the Unduly Lenient Sentence scheme.

Hampshire Police and Crime Commissioner Donna Jones said the sentences were far too lenient. She offered support to the victims' families if they choose to appeal. A Government spokesman said the Attorney General's office had received multiple requests for review.

The office is examining the case with urgency.
