Secretary General Mark Rutte said that any nuclear attack by Russia would bring a devastating reaction. Ukraine has deployed troops to its northern border to protect against potential infiltrators. Russia's Defence Ministry said the exercises centre around Belarus and include coordination with Belarusian forces for the delivery and preparation of nuclear munitions.
