Rwandan Foreign Minister Says U.S. Mediation in DR Congo Conflict Is Biased
Rwandan Foreign Minister Olivier Nduhungirehe stated in a France 24 interview that the United States has applied sanctions only to Rwanda while DR Congo has not met commitments under the June 2025 Washington Accords. He said Kinshasa has failed to enforce a ceasefire or neutralize the FDLR militia.

Rwandan Foreign Minister Olivier Nduhungirehe said his country is disappointed by what he described as increasingly biased U.S. mediation in the conflict with DR Congo. He stated that the United States has imposed sanctions on Rwanda while DR Congo has not fulfilled obligations under the June 2025 Washington Accords.
Those accords, signed by both countries' presidents and witnessed by U.S. President Donald Trump, required Kinshasa to implement a ceasefire and neutralize the FDLR militia.
Nduhungirehe said neither obligation has been met.
He accused the Congolese government of supplying weapons to the FDLR instead. He also cited civilian casualties from drone strikes, including the death of a French UNICEF worker in March.
June 26, DR Congo filed a case against Rwanda at the International Court of Justice, alleging a genocidal campaign. Nduhungirehe called the filing a political maneuver. According to the UN, between 6,000 and 7,000 Rwandan troops are deployed in DR Congo.
