San Francisco Police Identify Second Victim in Boat Capsizing That Killed Two and Left Two Missing

San Francisco police identified Tondra Madruga, 58, also known as Tondra Miller, as the second victim in a boat capsizing and located the submerged wreckage of the vessel on Friday. The San Francisco medical examiner confirmed the identity after the body was recovered Thursday by the police marine unit in the bay near Treasure Island.

The Volare, a 49-foot cabin cruiser, sank Wednesday afternoon after a wave struck and capsized it with 20 people aboard.

The group had been scattering ashes of a loved one. One man, Clifford Boisa, died immediately after being pulled from the water. The U.S. Coast Guard suspended its search Wednesday evening. Police continue to search for two missing people: Ralph Boisa’s sister, Carol, and Clifford Boisa’s wife, Jackie.

The rest of the passengers were rescued by good Samaritans and first responders. Crews had searched more than 800 square miles of water. The marine unit used boat-mounted sonar to find the Volare on the rocky seabed in 120 feet of water near the sinking site.

Officers are now using a remotely operated vehicle to assess the wreckage for possible recovery. The Guardian reported the details of the recovery and search efforts. Ralph Boisa said his extended family and close friends were on the boat Tuesday to celebrate the life of his daughter, who died over a decade ago, and that Madruga was a friend.

“Our family is heartbroken by the loss of our beloved mother, daughter, sister, and aunt, Tondra Madruga,” family member Quin Madruga said on Facebook.
