Spillman was held at the Miami-Dade County Jail in lieu of a $1,000 bond on Monday, according to online jail records. The incident occurred at the DoubleTree by Hilton Miami Airport & Convention Center on Sunday night, WSVN-7 News Miami reported, citing an arrest report by the Miami-Dade Sheriff's Office.
Hotel guests told investigators they were in the lobby around midnight when Spillman followed them.
They later reported seeing Spillman masturbating next to their hotel room on the sixth floor. Security personnel found Spillman with his pants lowered and masturbating on the sixth floor, according to the arrest report. The Miami-Dade Sheriff's Office did not immediately respond to a request for comment by CNBC.

Spillman was part of a detail that provided exterior security screening for the event. The arrest of Spillman came more than a week after Secret Service officers arrested a California man named Cole Tomas Allen. Allen allegedly shot a Secret Service officer while forcing his way through a checkpoint at the Washington Hilton Hotel, a floor above where President Trump was attending the White House Correspondents' Association dinner.
The Secret Service officer shot by Allen was not seriously injured because his protective vest stopped the gunshot, authorities said. Allen is charged with trying to assassinate President Trump.
