The legislation would create a nationwide framework for athlete compensation and limit transfers to one per five-year period without penalty. It also includes measures intended to prevent athletes from entering binding agreements without review.
"College sports is in crisis," said Senate Commerce Committee Chairman Ted Cruz. Sen. Maria Cantwell, the panel's top Democrat, said the bill would bring more certainty to the system. Sen. Cory Booker and Sen. Tommy Tuberville both opposed the measure, arguing against expanded federal involvement.
Background The NCAA had requested congressional action on NIL rules, stating it could not address the issue alone. The Big Ten and SEC conferences did not endorse the bill. The House of Representatives previously withdrew two similar measures due to insufficient support.
