South Africa Plans Biometric Population Register and TRN Rules
The government will create a national biometric database and restrict use of Traffic Registration Numbers. Officials say the steps aim to strengthen identity checks and immigration enforcement.

South African authorities will establish an Intelligent Population Register that stores biometric data for every person in the country. The register is intended to support a future Digital ID system and reduce identity fraud. President Cyril Ramaphosa announced the measure during a national address on migration and illegal immigration on Sunday evening.
He said the government will also phase out the green barcoded identity book and set a date after which it will no longer be accepted.
New regulations will limit the use of Traffic Registration Numbers issued to foreign nationals for vehicle registration. The Department of Transport is scheduled to issue the rules within three months. Ramaphosa stated that the numbers have been misused as a form of identification, creating gaps in the national identity system.
The identity measures are part of a Comprehensive Approach for Migration Management approved by Cabinet last week. The plan also covers enforcement of immigration and labour laws, border security, and anti-corruption steps. In a Monday newsletter, Ramaphosa said many citizens had raised concerns about the effects of illegal immigration on jobs, services, and crime.
He added that the response must follow the Constitution and international obligations, and that most foreign nationals are not involved in crime.
