Forensic and staffing shortfalls The committee said forensic laboratories process evidence too slowly and that rape collection kits are running out across the country. It added that specialized units responsible for child protection and sexual offence investigations lack sufficient trained staff and equipment.
Committee chairperson Ian Cameron said the laboratory conditions are unacceptable. "In a country facing inordinate amounts of rape and statutory rape, it is intolerable that these challenges persist," he said.
Policy and reporting gaps The committee noted that no dedicated policy exists to guide police on investigating child rape cases and has directed the government body overseeing police to develop one. It also called for enforcement against adults who fail to report child rape as required by law and for public campaigns to increase reporting.
Even when cases reach court, the committee said conviction rates remain low.
