South Korea's Budget Ministry Plans Strategy for Structural Challenges Including AI and Demographics
South Korea's Ministry of Planning and Budget announced efforts to develop a comprehensive strategy addressing key structural challenges such as AI transformation and demographic changes. The ministry, newly established under President Lee Jae Myung's administration, aims to promote fiscal reforms for long-term sustainability.
yna.co.krThe Ministry of Planning and Budget in South Korea stated it will develop a comprehensive strategy to address structural challenges facing the country, including artificial intelligence transformation and demographic changes. Minister Park Hong-keun made the announcement during a press conference at the government complex in Sejong on April 21, 2026.
The ministry was created by the administration of President Lee Jae Myung to advance fiscal reforms focused on long-term financial sustainability.
The ministry identified five major areas requiring short-term and long-term measures: artificial intelligence transformation, demographic changes, polarization, carbon neutrality, and rural depopulation. Park stated that the ministry aims to improve the efficiency of state budget execution by reducing unnecessary expenditures and allocating more resources to essential national projects.
A photo provided by the ministry showed Park speaking to reporters during the press conference.
The ministry is administering a 26.2 trillion-won supplementary budget, equivalent to US$17.8 billion, approved by the National Assembly to address economic effects from the ongoing Middle East conflict. This budget includes cash assistance for the bottom 70 percent of income earners to offset rising oil prices and financial support for export companies affected by the crisis.
Park noted that it is too early to determine if another supplementary budget will be needed, referencing expert projections of continued supply chain disruptions.
“No one can tell (for now) whether there will be a second supplementary budget.”
Regarding the extension of financial assistance programs into 2027 due to elevated oil prices, Park said no such measures are currently under consideration. He added that the current supplementary budget is expected to suffice through the end of 2026, but if Middle East tensions continue into 2027, the government may consider additional budgeting.
The government implemented a fuel price cap system on March 13, 2026, following airstrikes by the United States and Israel on Iran approximately two weeks earlier. Park addressed a projection by the International Monetary Fund that South Korea's sovereign debt-to-GDP ratio could reach 63.1 percent by 2031, stating that such forecasts can be overstated but underscoring the importance of maintaining sound fiscal practices.
He pointed out that economic conditions, fiscal health, and policy responses influence the ratio, noting that an IMF projection from 2021 estimated 61.5 percent for 2024, while the actual figure was 49.7 percent.
