South Korea Seeks Removal of Two Agency Heads, Issues Warnings to 17 Others After Performance Review

South Korea will seek to replace the heads of the Government Employees Pension Service and the Korea International Cooperation Agency after both received the lowest grade in a government performance review, the Ministry of Finance and Economy said on June 19, 2026.
The Ownership Steering Committee evaluated 88 state-run firms and assessed how 82 agency heads fulfilled their management contracts. Seven agency heads received the lowest grade under the six-tier system.
Five others who also scored at the bottom were not recommended for dismissal because they were not in office during the evaluation period. , and the Postal Savings & Insurance Development Institute.
The government separately issued warnings to the heads of 11 organizations whose institutions recorded fatal workplace accidents during their terms. The list includes Korea Electric Power Corp. and Korea Gas Corp.
In the institutional evaluation, 15 organizations received an A grade, 29 received a B, 28 received a C, and 13 received a D. , Korea National Park Service, and KOICA. No organization received the top S grade.
The evaluation examined social responsibility in safety and green initiatives, as well as financial health and productivity. Organizations that used artificial intelligence technologies to drive innovation received favorable consideration, the ministry said.
