Tenant Bloc Posts on $2.2 Billion Housing Plan and Rent Freeze

The New York State Tenant Bloc posted on X on July 4 that Mayor Zohran Mamdani’s housing plan directs $2.2 billion to taking housing off landlords’ hands. The group stated that tenants are organizing to defend communities and reclaim homes, and it provided a sign-up link to make the rent freeze meaningful. Mayor Zohran Mamdani unveiled the “Block by Block” housing plan in late May 2026.

The plan includes a $2 billion sum for ownership transfers that will pass through the city’s Housing Preservation and Development Department. It pledges to transfer ownership of neglected buildings to community land trusts, nonprofits and tenants. New York City’s Rent Guidelines Board approved a two-year rent freeze on rent-stabilized units in June 2026.

The freeze was one of Mamdani’s key campaign promises. Jay Martin, Executive Vice President of the New York Apartment Association, stated that tenant groups view the $2.2 billion as a fund to buy and take over buildings. He added that Cea Weaver controls housing policy out of the mayor’s office and serves as the mayor’s north star on older housing.

Cea Weaver founded and led the New York State Tenant Bloc before joining Mamdani’s administration in January 2026. She previously stated that freezing rents will deepen crises in the rent-stabilized market and cause building conditions to deteriorate, arguing that the outcome will force owners into foreclosure and ease seizure of private property.

A City Hall spokesperson stated that preservation programs are a core pillar of any serious housing strategy because protecting existing homes is as important as building new ones.

The administration is investing in the long-term health of the housing stock, including purchase of distressed buildings where necessary.
