KFF Health News confirmed Sibley’s agreements with 10 pharmacies; the Tennessee Department of Health produced records for only 12 pharmacies over three months in response to a public-records request, half involving Sibley. The department did not locate records for at least 13 additional pharmacies identified by KFF Health News as selling ivermectin without individual prescriptions.
Tennessee does not track the volume of ivermectin sold in the state.
The first known sale under the law occurred in May 2022 at The Compounding Lab in Johnson City, where anti-vaccine activist Bernadette Pajer purchased the drug from pharmacist Josh Harrison under an agreement with Sibley. Sibley testified before Tennessee legislators in 2022 that she had treated approximately 4,400 people with ivermectin without payment and stated she had taken “bucketloads” of the drug herself.
