Texas Report Details Camp Mystic Failures Ahead of 2025 Flood

A Texas legislative investigation found that Camp Mystic lacked written emergency plans meeting state requirements and did not evacuate campers before the July 4, 2025 flood that killed 28 people at the girls' summer camp. The report, released June 18, 2026, stated the camp had no documented procedures for evacuating specific buildings during a flood.

Campers were instructed to shelter in place, and staff received no specific evacuation assignments.

Mystic in Kerr County welcomed 557 campers on June 29, 2025. A state health inspector visited July 2 and affirmed compliance with emergency procedures, though the inspection did not address flood evacuation. m. on July 3. No staff or directors were aware of the watch.

m. on July 4. m. Fifty campers and counselors reached safety in the first attempt. m. Thirteen campers and two counselors from Bubble Inn died along with co-executive director Dick Eastland during a rescue attempt. Eleven more campers from Twin I and II also died.

The investigation found the camp did not adequately prepare for the July 3-4 storm. Senior leaders went to bed unaware of the flood risk, with only Dick Eastland and a security guard monitoring conditions. Post-incident management and communication with families were described as chaotic. As of June 18, 2026, rescuers had not located camper Cile Steward.
