Three Men Arrested on Charges of Conspiring to Provide Material Support to ISIS
Federal authorities arrested Elias Shamsaldeen, Bisaam Ghafoor and Bereen Dzayee after a year-long FBI probe. The men face up to 20 years in prison if convicted.
New York PostFederal authorities arrested Elias Shamsaldeen, 21, of Porterville, California, Bisaam Ghafoor, 21, of Leawood, Kansas, and Bereen Dzayee, 25, of Lakeside near San Diego, California. The arrests followed a lengthy FBI investigation into alleged extremist activity spanning more than a year.
A federal criminal complaint filed in Kansas charges the three men with conspiring to provide material support to a terrorist organization.
All three face up to 20 years in federal prison if convicted. The case began in May 2025 after a confidential human source encountered the group in an online forum. Investigators say the men communicated with what they believed was a jihadist contact but was actually an undercover FBI source.
According to the complaint, the trio allegedly pledged allegiance to ISIS and explored providing material support. Conversations included repeated references to violence and operational planning.

Ghafoor and Dzayee also talked about a money-making scheme and offered to send money via cryptocurrency. Shamsaldeen’s attorney, Peter Jones, said his client is a recent graduate of Porterville Community College with plans to transfer to Fresno State to study civil engineering. Jones stated that Shamsaldeen has no criminal record.
