Background on the Initiative The Three Seas Initiative was launched in 2016 by the presidents of Croatia and Poland to address an estimated $1 trillion infrastructure gap in Central and Eastern Europe. The 12 founding EU member states sought to improve cross-border energy, transport, and digital connections between the Baltic, Black, and Adriatic Seas.
Greece became a full member in 2023, while Ukraine, Moldova, Albania, and Montenegro joined as associate members in 2023 and 2025. The initiative created the Three Seas Initiative Investment Fund in 2020. The fund has reported returns of 12–15 percent on five infrastructure projects.
The region’s population of 120 million has posted growth rates more than double the EU average and investment returns near 8.8 percent.
