Three Seas Initiative Marks 10th Anniversary at Dubrovnik Summit

The Three Seas Initiative held its 10th anniversary summit and business forum in Dubrovnik, Croatia, on April 28–29, 2026. The gathering drew more than 1,200 participants from 45 countries and included the announcement that Italy had joined as a partner country. A new Three Seas Fund of Funds led by the European Investment Bank was also launched during the event.

Background on the Initiative The Three Seas Initiative was launched in 2016 by the presidents of Croatia and Poland to address an estimated $1 trillion infrastructure gap in Central and Eastern Europe. The 12 founding EU member states sought to improve cross-border energy, transport, and digital connections between the Baltic, Black, and Adriatic Seas.

Greece became a full member in 2023, while Ukraine, Moldova, Albania, and Montenegro joined as associate members in 2023 and 2025. The initiative created the Three Seas Initiative Investment Fund in 2020. The fund has reported returns of 12–15 percent on five infrastructure projects.

The region’s population of 120 million has posted growth rates more than double the EU average and investment returns near 8.8 percent.

Participants examined links to three external corridors: the India–Middle East–Europe Economic Corridor, the Middle Corridor, and the Adriatic–Ionian Corridor. Discussions also covered resilient energy supply chains, digital infrastructure, transport networks, and long-term capital mobilization.
