According to the strategy, the administration is placing drug cartels operating in the Americas at the center of counter-terrorism efforts. It also directs focus toward “violent left-wing extremists,” including groups described in the document as “radically pro-transgender.”
Sebastian Gorka, the White House counterterrorism official who led the report, said administration officials would meet with allies later this week to discuss how they can bolster their counter-terrorism strategies. The document states that the U.S. expects “more” from its partners.
The strategy follows the administration’s earlier national security document, which warned of “civilizational erasure” in Europe due to immigration. In recent months the administration has conducted military strikes described in official statements as “lethal action against suspected drug traffickers” and has applied new pressure on the government of Cuba.
The campaign of strikes against vessels in Latin American waters has been under way since early September. No publicly released evidence has documented the total number of individuals killed in those operations, and the vessels’ operators have not been publicly identified by the U.S. government in all cases.
