Speaking in the Oval Office before signing a separate memo on vehicle pollution controls, he said the housing measure would not receive his signature until Congress passes the SAVE America Act.
"When I look at the bill, it's a bill," Trump said of the housing legislation.
Trump stated that passing the SAVE America Act is "probably not going to happen" because of opposition from four or five Republican senators. He named Sens. Lisa Murkowski of Alaska, Susan M. Collins of Maine, Thom Tillis of North Carolina, Mitch McConnell of Kentucky, and Bill Cassidy of Louisiana as unwilling to support the legislation.
Last week he canceled the planned signing of the housing bill, saying he would not sign it or other measures until Congress passes the SAVE America Act.
The 21st Century Road to Housing Act would prohibit large investors from buying single-family homes and create pilot programs to expand access to smaller mortgages with the goal of increasing housing supply. House Speaker Mike Johnson said he will send the bill to Trump on Monday. The legislation passed both the House and Senate.
