Washington ExaminerPresident Trump has directed several Cabinet officials and senior aides to lead more than one agency at a time amid vacancies and restructuring efforts. The most recent appointment came Tuesday when Trump named the director of the Federal Housing Finance Agency to serve also as acting director of national intelligence after the prior term expired June 30.
The secretary of state was confirmed by a 99-0 Senate vote and later named acting administrator of the U.S. Agency for International Development in February. The same official was appointed acting archivist of the National Archives and Records Administration and serves as interim national security adviser.
The U.S. trade representative was also appointed acting special counsel at the Office of Special Counsel, an agency that protects whistleblowers and investigates federal misconduct. The treasury secretary previously served as acting commissioner of the Internal Revenue Service under the Federal Vacancies Reform Act before returning to Treasury duties.
The director of the Office of Management and Budget oversaw portions of USAID's closure for a period before many remaining functions moved to the State Department. The transportation secretary served as acting NASA administrator from July to December 2025 before returning to the Transportation Department.
A White House spokeswoman stated that the officials are implementing the administration's agenda and that the mission to put America First will not change.
