The two trains were run by East Midlands Railway, a private operator whose contract expires in October. The Labour government plans to return the service to public ownership at that time. Network Rail, the publicly owned company that replaced Railtrack in 2002, manages signalling and track.
Railtrack collapsed after the Hatfield derailment killed four people in 2000. Since the Potters Bar derailment killed seven passengers in 2002, no incident has caused more than one passenger death. In most years there have been no rail fatalities at all.
