U.S. Approves Technology License for Ukrainian Missile Production
The United States granted a license allowing Ukraine to produce Patriot PAC-3 MSE interceptors domestically. The decision follows reports of Ukrainian interceptor shortages and comes amid expanded Russian missile output.

The announcement came two days after Ukrainian officials stated they could not intercept any Russian ballistic missiles due to a shortage of Patriot interceptors.
Martin currently produces about 650 PAC-3 MSE interceptors per year. The company has a contract with the Pentagon to increase annual output to 2,000 interceptors in the coming years. Each PAC-3 MSE interceptor requires a 24-month production lead time for the missile and 30 months for the solid rocket motor.
Boeing manufactures the active radar seeker for every PAC-3 MSE at a single facility in Huntsville, Alabama. The Pentagon signed a framework agreement in April 2026 to triple seeker production capacity. The solid rocket motor is manufactured by L3Harris's Aerojet Rocketdyne.

Fire Point is working with partners to combine these components into a functioning missile defense network.
Considerations RTX, the parent company of Raytheon, stated it has a long history of co-producing critical defense systems in Europe with major suppliers in Poland, Germany, Switzerland, and Greece. Japan maintains a contract with Lockheed Martin to produce about 30 Patriot interceptors per year.
A new MBDA-Raytheon facility in Europe for GEM-T Patriot missiles is scheduled to open later this year. Plans were announced during the NATO Summit to build a European Patriot PAC-3 maintenance facility. Lockheed Martin welcomed the U.S. and European partnership to explore the facility.
Russia's military-industrial complex plans to deliver up to 700 9M723 ballistic missiles for the Iskander system in 2026. Monthly production rates remain at 55-60 missiles. Russia has more than doubled production of RM-48U missiles for S-300PM and S-400 air defense systems, with over 480 such missiles planned for delivery in 2026 compared to more than 200 in 2025.
