U.S. and Chinese officials announced an agreement to pursue a constructive relationship of strategic stability based on fairness and reciprocity after President Donald Trump's meeting with Xi Jinping in Beijing. The framework covers relations over the next three years and beyond.

Officials described the arrangement as centered on cooperation, competition within reasonable bounds, managed differences, and the prospect of peace.

A senior U.S. defense official speaking at the forum hosted by the International Institute for Strategic Studies said the United States and China had agreed to build the relationship after the Beijing summit. The official stated that Washington’s priority remains achieving a lasting and favorable balance of power in the Pacific.

The official added that a Pacific dominated by any hegemon would unravel the regional balance of power and undermine the equilibrium all seek to preserve. The official noted rightful alarm regarding China’s historic military buildup and the expansion of its military activities in the region and beyond.

Congressional Concerns Sen.

Tammy Duckworth, part of a congressional delegation at the conference, accused the Trump administration of cozying up to China. She said she worries that this administration is being distracted into wars that they’ve started in other parts of the world at the expense of the U.S. commitment in the Indo-Pacific.

Duckworth added that she is concerned the president is entering policies where he is doing what Beijing wants him to do.

Trump called a new $14 billion arms package for Taiwan a very good negotiating chip with China. U.S. policy requires helping provide Taiwan with the means to defend itself and follows a policy of strategic ambiguity on whether it would intervene militarily if China attacked the island. The defense official said any decision about future Taiwan arms sales will rest with the president.

The defense official said the United States needs partners, not protectorates, and praised Asian countries for increasing defense spending. The official criticized unnamed European allies for being distracted by empty globalist rhetoric about the rules-based international order.

The defense official did not mention the war in Ukraine or the war in Iran in the speech. When asked about Iran, the official said that when negotiations with Tehran conclude, any deal will be a good deal.

The defense official, Australian Defense Minister Richard Marles, and British Defense Secretary John Healey announced a new AUKUS initiative to develop improved capabilities for underwater drones. Marles said the task is the renovation of the rules-based order, not its dismemberment.
