U.S. naval vessels, and the Guantanamo Bay Naval Base. U.S. officials and intelligence said the drones vary in capability and that Havana has sought additional drones and military hardware from Moscow.

Ratcliffe traveled to Cuba on May 14 and met with Cuban Interior Minister Lazaro Alvarez Casas, an unnamed head of Cuba’s intelligence services, and Raul Rodriguez Castro. Officials said Ratcliffe offered the Cuban delegation an opportunity for collaboration that would not remain available indefinitely.

Rodriguez accused Washington of building a fraudulent case to justify economic measures and possible military action. The United States is reportedly seeking to indict former Cuban President Raul Castro over the 1996 downing of two humanitarian aircraft.
