The younger Castro, a colonel in Cuba's Interior ministry, oversees security for his 94-year-old grandfather. The first contact occurred in February at a conference in Saint Kitts. CIA Director John Ratcliffe later traveled to Havana, where the younger Castro attended meetings that also included the Interior Minister and the head of Cuban intelligence.

The younger Castro, known as Raulito or El Cangrejo, has a congenital condition resulting in six fingers on one hand. He has posted images of travel by boat and jet to oversee Cuban business interests abroad.

Former President Raul Castro was indicted for murder in Miami on May 23 in connection with the 1996 downing of two civilian planes. Talks between the sides have proceeded slowly amid Cuban concerns over a possible U.S. invasion and an oil blockade linked to events involving Venezuelan President Nicolas Maduro.
