Groups including Jama’at Nusrat al-Islam wal-Muslimin and Islamic State Sahel Province have expanded territorial control in Burkina Faso, Mali, and Niger. The document addresses domestic terrorism and ideological threats. Atlantic Council analysts stated that sections linking these threats to one side of the political spectrum risk reducing the strategy’s credibility. They suggested separating the transnational terrorism and cartel components into distinct planning documents to allow greater operational detail.
