Uganda Begins Digital Tracking of 1,296 Public Projects Worth $320 Million
The government has launched real-time tracking of contracts valued at Shs1.2 trillion through the Public Procurement and Disposal of Public Assets Authority. Officials aim to improve oversight and reduce losses in procurement that accounts for 65 percent of the national budget.

The Ugandan government has begun digitally monitoring public projects worth approximately Shs1.2 trillion ($320 million). The Public Procurement and Disposal of Public Assets Authority is tracking 1,296 projects across ministries, departments and agencies through its Digital Contracts Monitoring System, AllAfrica reported.
The system is intended to provide real-time visibility into contract implementation.
Finance Minister Henry Musasizi met with PPDA officials on July 3 and urged all government entities to migrate fully to the Electronic Government Procurement system. "The transition to the Electronic Government Procurement system must be embraced by all government entities," Musasizi said.
PPDA Executive Director Canon Benson Turamye stated that the monitoring system strengthens oversight throughout the implementation phase of government projects.
The authority plans to enroll more than 100 additional government institutions onto the electronic platform in the 2026/27 financial year. PPDA has introduced a standardised unit-cost framework for road construction projects. It also issued Guideline No.
1 of 2026 requiring use of National Framework Agreements for commonly purchased goods and services. Reservation Guideline No. 11 sets aside selected opportunities for youth, women and persons with disabilities.
PPDA Board Chairperson Julius Ishungisa said procurement governance directly affects the quality of public investment. Government procurement accounts for about 65 percent of Uganda's national budget. The country is pursuing major investments in transport infrastructure, energy, industrial parks and oil development while targeting a $500 billion economy by 2040.
