UK Insurance Payouts for E-Scooter and E-Bike Injuries Reach £110 Million

The cumulative cost of damages paid out in the UK for injuries caused by e-scooters and e-bikes has reached £110 million, BBC News reported. The Motor Insurers Bureau recorded the first claim for an e-scooter injury in 2019 and the first for an e-bike injury in 2020. The total rose from £51 million to £110 million over the 12 months before the report.

In 2025 the bureau handled 168 claims involving the two vehicle types combined. The largest single payout was £20 million to a child who suffered catastrophic injuries. More than half of all claims involving micromobility vehicles were made by pedestrians, according to Hayley Sutcliffe of the Motor Insurers Bureau.

One case involved Alison, who was struck by a privately owned e-scooter while crossing a road in Coventry in 2025. She suffered a broken pelvis, wrist and finger. Trevor Chandler, 47, of Coventry, was jailed for 15 months after riding into her and leaving the scene.

In May 2025 Gloria Stephenson, 86, was killed in Sunderland after being struck by an e-bike ridden by Billy Stokoe, 19. Stokoe had been using a mobile phone and had taken cannabis. He was convicted of causing death by dangerous driving and sentenced to six years and nine months; the sentence is under review under the unduly lenient sentences scheme.

Privately owned e-scooters may be used only on private land with the owner’s permission. E-bikes are limited to a maximum speed of 15.5 mph. The Motor Insurers Bureau is funded by levies on insurance companies that are passed on to policyholders through higher premiums.

Transport Secretary Heidi Alexander stated earlier in 2026 that new laws on e-scooters could be introduced if parliamentary time allows.
