In May 2025 Gloria Stephenson, 86, was killed in Sunderland after being struck by an e-bike ridden by Billy Stokoe, 19. Stokoe had been using a mobile phone and had taken cannabis. He was convicted of causing death by dangerous driving and sentenced to six years and nine months; the sentence is under review under the unduly lenient sentences scheme.
Privately owned e-scooters may be used only on private land with the owner’s permission. E-bikes are limited to a maximum speed of 15.5 mph. The Motor Insurers Bureau is funded by levies on insurance companies that are passed on to policyholders through higher premiums.
Transport Secretary Heidi Alexander stated earlier in 2026 that new laws on e-scooters could be introduced if parliamentary time allows.
