The letter added that the final should remain free to watch regardless of which teams reach it.
Sports said the three European finals this season can be viewed with a one-month HBO Max subscription starting at £4.99. The company noted that most Sky customers already receive HBO Max at no extra cost. Fans will not need a full TNT Sports package.
Highlights will appear on the BBC Sport website 15 minutes after the match, with full coverage on BBC iPlayer and BBC Radio 5 Live later the same evening.
Sports acquired the rights after BT Sport was purchased by Warner Bros Discovery and rebranded. Previous rights holders had kept the final free to air, including simultaneous YouTube broadcasts until 2023. From the 2027-28 season the Champions League rights move to Paramount+, while the Europa League and Conference League move to Sky Sports.
The current government previously declined a proposal to designate the final a listed event that must remain free-to-air.
