EU have not yet agreed on an agenda for a summit expected on 13 July. Both sides aim to announce a veterinary agreement on food and animal products, a link between emissions trading schemes, and a youth mobility programme. A Cabinet Office spokesperson said the measures under negotiation are projected to add up to £9 billion a year to the UK economy by 2040.
The government is also seeking agreements on steel and electric cars and deeper defence cooperation. A European Commission spokesperson declined to comment on the single market proposal but confirmed work continues on the sanitary agreement, emissions trading link, and youth scheme.
The spokesperson added that defence industrial cooperation and an innovation fund for high-tech industries are also under discussion. UK government sources noted that Brussels has opened talks on access to the single market for food products and electricity.
Negotiations on a youth experience scheme remain stalled over proposed caps on numbers and tuition fee differences.
