Ukrainian long-range missiles hit a Russian arms factory in Votkinsk in February. The plant produces Kinzhal and Iskander missiles used against Ukrainian cities. Three missiles struck the facility's electroplating and stamping areas. A video released by Russian sources showed a large fire at the site.

Ukraine expanded strikes on Russian territory throughout the spring. One mid-May attack on Moscow prompted Russian authorities to report intercepting 628 drones across 14 regions.

Ukrainian drones and missiles hit Russian oil refineries on an almost daily basis. Repeated strikes on the same facilities increased the impact on fuel production. In late May, Reuters reported that operations stopped or scaled back at all major fuel refineries in central Russia.

The reductions cut 30 percent of Russia's gasoline output and 25 percent of its diesel fuel production. The campaign also targeted pipelines and storage facilities. Russian authorities responded by halting gasoline exports. "We're finally hitting the archer," a Fire Point executive said of the shift toward striking production sites rather than intercepting incoming weapons.
