Ukrainian drones struck Russian oil facilities and set two oil tankers ablaze in the Sea of Azov on July 10. A fire broke out at an oil depot in the western Russian city of Tver. Drones also set oil reservoirs ablaze in Vyazniki in the southern Stavropol region.
The strikes have triggered gasoline shortages and rationing in multiple Russian regions. Motorists in affected areas have waited for hours to fill their tanks. President Trump pledged the previous day to grant Kyiv a license to manufacture Patriot air defence systems.
A top Ukrainian official stated that production of Patriot interceptor missiles could take a year or more. Ukrainian President Zelensky described the strikes on Russian infrastructure as part of Kyiv's campaign of long-range sanctions. The Kremlin said the license deal reflected Washington's ambivalence but added that it appreciated Trump's efforts to help broker a peace deal.
