US Businessman Accused of $3.7 Billion Medicare Fraud Returned from Turkiye After Year-Long Flight

Ibrahim Khaldoon Hilmi arrived in the United States on a private plane on June 19, 2026, after Turkish authorities arrested him in Turkiye. Al Jazeera reported that he was photographed in light blue detention clothing with his hands shackled and flanked by FBI agents.

Hilmi is accused of orchestrating a $3.7 billion Medicare fraud scheme through companies including Sunshine Senior Solutions, which he ran from Delray Beach, Florida.

His network submitted fraudulent claims for knee braces, wrist supports, wound cushions, catheters and other durable medical equipment, with many listed patients never requesting or receiving the items or not existing at all. Hilmi left the United States in May 2025 before authorities could arrest him.

Turkish authorities tracked him down and arrested him, after which the FBI’s Critical Incident Response Group conducted a Foreign Transfer of Custody operation to return him to US jurisdiction.

FBI Director Kash Patel announced the capture on his official X account and credited FBI Miami, the Department of Justice, Turkish authorities and US Ambassador to Turkiye Tom Barrack. The arrest came less than a week after the return of Herbert Kimble, who faced charges in a separate $1. The two cases together represent roughly $5 billion in alleged theft from American taxpayers.

Hilmi will appear in federal court to face Medicare fraud charges. The case forms part of Operation Gold Rush, a federal effort targeting transnational organized crime networks exploiting Medicare.
