China is emerging as a central figure in US debates over domestic technology expansion and regulation, particularly in the race for AI supremacy, Semafor reported. US tech industry allies criticized Sen. Bernie Sanders for hosting a panel on the existential threat posed by AI alongside two Chinese scholars, according to WIRED cited in the Semafor report.

Separately, a group backed by tech figures paid influencers to produce videos portraying China as a technological threat, WIRED also reported. These developments highlight how China is positioned as an all-purpose adversary in efforts to maintain momentum in AI innovation.

Chinese state media tends to take advantage of narratives already underway in the US and is likely riding that wave of division over AI, rather than seeding an anti-data center campaign, Samm Sacks, a US-China tech scholar, told Semafor.

The CEO of the American Edge Project cited a Washington Free Beacon article on Chinese state media reports that explored the rising energy costs associated with data centers in the US. The CEO wrote that 'Beijing cannot out-build us, so it is trying to talk us into handcuffing ourselves,' according to Semafor.

The speed of AI innovation and the wider infrastructure buildout has given the China card more potency across industries from robots to port cranes, especially when coupled with a national security pitch, Sacks said.

This reflects concerns that overemphasizing China could dilute focus on genuine threats. Chinese AI models currently lag behind those of the US, but Beijing’s technological ambitions can’t be ignored or dismissed, Kyle Chan of the Brookings Institution said in recent testimony to Congress.

China is running several different AI races at once, an approach that deserves a response from the US government, including export controls, assisting the data center buildout, and supporting the development of open-source AI models, according to Chan.

The idea that China is meaningfully driving populist pushback to the American AI buildout is far-fetched, experts told Semafor. Invoking Beijing isn’t a new phenomenon in Washington, but its role has intensified amid rapid AI progress. Analysts expect the threat from China to be a growing factor in US tech debates, especially ahead of the midterms.
