Negotiations between Iran and the United States in Doha this week ended without an agreement on releasing frozen funds to Iran. Tehran has not begun demining the Strait of Hormuz and continues to threaten attacks on ships attempting to leave the Gulf without its permission.

The two sides have yet to meet the key obligations under their June 17 memorandum of understanding, which requires both to freeze the conflict that began on February 28.
Until those steps occur, definitive negotiations over Iran’s nuclear programme will not proceed. Iran has warned France and the United Kingdom, which lead a multinational demining effort, to keep European naval ships in the adjacent Arabian Sea away from the area.
On June 28, France and Oman announced an agreement to collaborate on clearing mines, but Iran stated that such operations would be carried out exclusively by Iranian forces.
An initiative launched by the UN’s International Maritime Organisation on June 24 to allow ships to exit the strait was suspended within a day after Iranian attacks on vessels. Some 600 vessels and their 11,000 crew members remain stranded. Iran has deployed about 80 mines out of an estimated pre-war stock of 5,000-6,000.
Iranian state television aired footage on Wednesday of a vessel that ran aground in the strait.
