He said the record-breaking deployment has forced the Navy to reconsider how it sustains a wartime fighting force. "So, one of the things we’ve learned is we’re going to have to come up with a different force generation model," Perryman said. He added that the Navy has started to do some pretty transformative work in force generation.
Throughout his career, Perryman said, the force generation model had largely been based on a peacetime mindset. “It’s like this conveyor belt that’s very prescriptive, and it executes on time,” he said. Carrier strike groups deploy on three-year centers, cycling through training, deployment and maintenance every three years.
In 2020, then-Chief of Naval Operations Adm. Michael Gilday defended the three-year carrier cycle structure. The Navy is considering challenges ranging from acquiring enough spare parts to building in appropriate time for reset and training.
Perryman said the service thinks it can do better in its force generation model to generate the readiness that the department is going to consume. U.S. military intervention to capture and extract Venezuelan president Nicolas Maduro in January.
