Virginia Bus Crash Kills Five, Injures 44 on I-95 Work Zone

A charter bus struck stopped vehicles in a construction zone on Interstate 95 near Quantico, Virginia, at 2:35 a.m. on May 29. Five people died and 44 others were injured. The driver was arrested and charged with two counts of involuntary manslaughter.

A 56-passenger motorcoach operated by E&P Travel Inc. m. on May 29. The bus, traveling from New York City to Charlotte, North Carolina, hit a Chevrolet Suburban driven by 25-year-old Priscilla R. Mafalda of Worcester, Massachusetts. The Suburban was pushed into an Acura SUV carrying a family of four from Greenfield, Massachusetts.

The Acura caught fire. All four occupants of the Acura died. Mafalda also died. Forty-four other people were hospitalized.

Police identified the bus driver as 48-year-old Jing Sheng Dong of Staten Island, New York. Dong, a naturalized U.S. citizen, was arrested in his hospital bed and charged with two felony counts of involuntary manslaughter. He is being held without bond.

Police said Dong received a commercial driver's license from New York State in 2024. Officials have not released further details on his training records.

Duffy said federal investigators are reviewing New York licensing records, training documentation, and the driver's history. He stated that any company, trainer, or school that contributed to placing an unqualified driver on the road will face scrutiny. NTSB Board Member Tom Chapman said the bus was traveling at a high rate of speed with little braking before impact.
